Handicapped
persons are entitled to certain concessions given by the
Indian Government and spastics are also covered by the schemes
that are applicable to the handicapped. First of all, the
degree of spasticity must be assessed at a government hospital
or an orthopedic center. In order to avail the concessions,
the certificate must be produced when it is required.
Travel
Concessions:
Spastics and their escorts are allowed a waiver on ticket
costs. Wheelchairs and other devices used by them are exempted
from the usual fare. Of course, the certificate, which certifies
that the person is a handicap, must be produced. Even state
transport buses offer concessional rates to spastics and
their escorts.
Educational
Concessions
There are certain integrated education programmes and the
spastics are granted allowances to purchase books, stationery,
uniforms and other devices that aid them

for Government Employees
If the spastic is a government employee and he has children
who are also handicapped, they are entitled to living quarters.
Their handicapped children are also entitled to an educational
allowance
Employment
Opportunities
A small percentage of available jobs are reserved for the
handicapped people. Most jobs have age limits, but in the
case of spastics, there is a 10-12 year relaxation when
they apply for these jobs. Loans at concessional rates are
often given to such spastics in order to help them with
their employment. There are certain departments, which also
allot licenses to these handicapped people to allow them
to earn a living and to acquire respectability in the eyes
of society. For instance, we find that spastics and handicapped
people man many telephone booths, which come under the purview
of the department of telecommunications. They are also entitled
to tax deductions.
Being
a spastic can be the most traumatic thing for the child
and its parents. As the child is unable to cope with life
in the same way as normal children do, there are early intervention
programs and special education classes for children between
the ages of 3-5. The needs of each child differ with the
nature of cerebral palsy. They are allowed to grow in an
environment that helps them to optimize their abilities.
Older children who are suffering from spastic, athetoid
or ataxic cerebral palsy are admitted to special schools,
which offer educational, therapeutic and family services.
Some also provide occupational and physical therapy and
for those children who have problems with speech, speech
and language therapy is provided. Parents are also educated
as to how to look after their children and try to bring
out the best in them.
In
spite of all this, it requires a special attitude towards
life to keep such children alive and ticking. Many of them
do not have an opportunity to grow in the real sense of
the word and live a meaningless existence. Public awareness
and economic strength can go a long way in helping to make
their lives better.
